Men Caught Sitting And Drinking Atop Car In Ghaziabad, Fined Rs 10,000

These days, several people are seen engaging in rather risky road stunts, thereby putting their own lives and the lives of others in danger. One such video has surfaced on social media, showing two men drinking alcohol while sitting on a moving car's roof in Uttar Pradesh's Ghaziabad.

After several Twitter users shared the video and urged authorities to take action, the three men, including the person who was driving the car have been arrested. 

In the video shared by a Twitter user, both men could be seen drinking on top of a black-coloured car, that was moving on the road. They were also spotted carelessly discarding the used cans on the road, shouting and waving to passersby.

Reacting to the video, Ghaziabad police informed that their vehicle has been seized and a fine of ₹10,000 has been imposed on the men. ACP Kavi Nagar, Abhishek Srivastava also said that the three accused have been arrested, and an investigation is underway. 

The police in a statement said, ''Today (July 29), through social media, a viral video related to the Kavi Nagar police station area was received, in which some youths are drinking in a moving vehicle and obstructing the traffic. The vehicle has been seized after arresting 03 youths and a challan of Rs.10,000 has been made for the said vehicle.”

Recently, Delhi police shared a similar video on Twitter, to deter people who indulge in risky driving practices, and promote road safety. The video showed a man riding a bike with two women passengers as they tried to recreate the Jaane Nahi Denge Tujhe track from the movie 3 Idiots featuring Aamir Khan, R Madhavan, and Sharman Joshi. None of them were seen wearing helmets.

"Changing Alliance Name Won't...": PM Modi's Swipe At Opposition

Prime Minister Narendra Modi asserted on Monday the opposition alliance might have changed its name from UPA to INDIA but it will not be able to wash off its "sins of corruption and misgovernance".

Addressing a meeting of 44 NDA MPs from the western part of Uttar Pradesh from upto the Kanpur-Bundelkhand region, he said the ruling alliance has been serving society and the country and receiving people's blessings, sources said.

Modi asked MPs to go to people with positive message around the government's work and advised them to spend maximum time about people to reach out to them.

He later spoke to the alliance MPs from West Bengal, Odisha and Jharkhand at a similar meeting on the Parliament annexe.

According to the sources, the prime minister said the opposition alliance will not be able to wash off its "sins of corruption and misgovernance" by changing its name.

The BJP has divided NDA MPs region-wise into clusters of nearly 40 MPs and Modi is expected to speak to them separately during the ongoing Parliament's monsoon session.

The first two meetings were held on Monday.

The meetings have been organised to mark the NDA's 25 years in existence and shape its strategy for the 2024 Lok Sabha polls.

Union ministers Amit Shah, Rajnath Singh, Nitin Gadkari and BJP president J P Nadda also addressed the meetings.

While there was no official word in the addresses of top BJP leaders, including Modi, sources said they highlighted the government's welfare measures and India's growth in various sectors under this dispensation.

The prime minister has expressed confidence about the ruling alliance retaining power at the Centre in the 2024 Lok Sabha polls in his recent addresses to NDA leaders and BJP MPs.

Modi had last week derided the opposition alliance INDIA as the most directionless the country had ever seen and cited reviled names such as East India Company and Indian Mujahideen to assert that people cannot be misled merely by the use of the country's name.

Banned Group PFI's Largest Arms Training Centres Attached By NIA In Kerala

The National Investigation Agency (NIA) has attached one of the oldest and largest arms and physical training centres of the banned Popular Front of India (PFI) in Kerala, an official said on Monday.

This is the sixth PFI arms training centre and the 18th property of the outfit to be attached in Kerala as ‘proceeds of terrorism' under the provisions of the Unlawful Activities (Prevention) Act, a spokesperson of the federal agency said in New Delhi.

The NIA, on March 17, filed a charge sheet against 59 accused, including the PFI as an organisation, in a case registered last year.

"As part of its continuing investigations in the case, NIA has now attached this training centre spread over 10 hectares.

"The Green Valley Academy, Manjeri, Kerala is managed by ‘Green Valley Foundation' (GVF) and was used by the cadres of National Development Front and subsequently by the PFI into which it merged," the spokesperson said.

The agency said the PFI had been using the property for imparting arms training, physical training, and training on the use and testing of explosives to its cadres, identified as part of their ‘Service Wing'.

"The facility was also used to harbour several ‘PFI Service Wing' members after they committed crimes, including murders. The centre was further being used to impart radical and rabid type of ideological training in PFI's divisive and communal agenda and policies to its trained operatives, cadres and members," the spokesperson said.

The agency said offices of PFI and its frontal organisations were functioning from these premises under the guise of educational institutions.

The five other PFI training centres attached previously by NIA in Kerala were Malabar House, Periyar Valley, Valluvanad House, Karunya Charitable Trust and Trivandrum Education and Service Trust (TEST).

Another 12 PFI offices, used by the outfit's leadership intermittently to organise training in arms and physical training, ideological propagation, and training for the commission of various crimes, including murders and terrorist acts, have also been attached.

"NIA investigations have revealed that the PFI has been running many such training centres in the guise of charitable and educational trusts formed by the organisation's members or leaders.

"Investigations have also revealed that the PFI had hired several buildings for running their training camps and activities relating to terror and violence," the spokesperson said.

500 Jobs For Medal Winners Among Steps To Boost Sports Culture In Punjab

Punjab Sports Minister Gurmeet Singh Meet Hayer Monday said 500 jobs have been created for outstanding medal winners and 1,000 sports nurseries will be set up in the state.

The Punjab Cabinet on Saturday approved the new sports policy, 2023, aimed to focus on training, incentives, robust infrastructure, and jobs for athletes.

Addressing the media in Chandigarh, Hayer said 1,000 sports nurseries will be developed with a budget of Rs 250 crore to provide athletes with better coaching, sports equipment and refreshments.

The minister said a provision has been created to offer the top 500 medal winners various job positions in the special cadre, including 40 deputy directors, 92 senior coaches, 138 coaches and 230 junior coaches.

He said there are only 309 coaches in Punjab but their strength has now been increased to 2,360 under the new sports policy.

Sharing further steps taken to boost the sports culture in the state, Hayer said residential sports facilities with 200 hostel rooms will be established in each district to prepare sportspersons for national-level competitions.

Such centres will be able to house total 5,000 players from across the state, he said.

The district-level facilities in Jalandhar, Mahilpur, Mohali, Patiala, Ludhiana, Bathinda and Amritsar will be upgraded to state-level, the minister said.

State-level centres equipped with state-of-the-art facilities will also be established, he added.

The sports minister said winners of gold, silver and bronze medals in the Olympic games will be given a cash reward of Rs 3 crore, Rs 2 crore and Rs 1 crore respectively. Earlier, the prize money for gold, silver and bronze medal winners were Rs 2.25 crore, Rs 1.50 crore and Rs 1 crore respectively.

Hayer added that the number of such cash prize winners has been increased from 25 to 80.

Under the new policy, cash rewards will be given to medal winners of other games as well, including Special Olympics, deaf Olympics, para world games (Rs 75, 50 and 30 lakh), Badminton's Thomas Cup, Uber Cup, BWF World Tour Finals (Rs 75, 50 and 40 lakh), Tennis All Grand Slams (Rs 75, 50 and 40 lakh), Azlan Shah Hockey Cup (Rs 75, 50 and 40 lakh), Diamond League and recognized tournaments of internationally reputed organizations (Rs 75, 50 and 40 lakhs), deaf World Cup, blind World Cup (Rs 60, 40 and 20 lakh rupees), Youth Olympic Games (50, 30 and 20 lakh rupees), etc.

Hayer said the government, in a first, has decided to award coaches and sports promoters.

Outstanding coaches will now get the Olympian Balbir Singh Senior Coach Award, which will include a prize money of Rs 5 lakh, a trophy and a blazer, he added.

Similarly, the Milkha Singh Award will be given to sports promoters or organisations working independently. The prize money will include Rs 5 lakh, memento, blazer and certificate, he said.

Announcing the cash for the first time for the preparation of international sports competitions, Hayer said Rs 15 lakh will be given for the Olympics and Paralympics.

Similarly, funds for the preparation of other games including the Deaf Olympics, Special Olympics, and World Championship will also be given, he added.

According to the new sports policy, in addition to the gradation list of 35 sports, sports included in the Olympics, Asian and Commonwealth Games will also be graded, the minister said.

A website will be created to maintain a record of the state's players and a YouTube channel will be started for live broadcasting of sports competitions.

IAS Officer Who Demolished Delhi Monument To Build Bungalow Suspended

The Ministry of Home Affairs (MHA) has suspended 2007-batch AGMUT-cadre IAS officer Udit Prakash Rai, accused of demolishing a monument and constructing a government accommodation, with immediate effect.

According to an order issued by the MHA, departmental proceedings are being contemplated against Rai.

"Now, therefore, the President of India, in exercise of the powers conferred under Rule 3 of the All India Services (Discipline and Appeal) Rules, 1969, hereby places Shri Udit Prakash Rai, IAS (AGMUT: 2007) under suspension with immediate effect.

"It is further ordered that during the period for which this order shall remain in force, the headquarters of Shri Udit Prakash Rai, IAS (AGMUT: 2007) shall be Mizoram and the said Shri Udit Prakash Rai, IAS (AGMUT: 2007) shall not leave the headquarters without obtaining the prior permission of the Competent Authority," the order read.

In August last year, Delhi Lieutenant Governor Vinai Kumar Saxena recommended action against Rai for allegedly accepting a Rs 50-lakh bribe to grant "undue favours" to an executive engineer in two corruption cases. During his tenure as the vice-chairman of the Delhi Agricultural Marketing Board (DAMB), Rai "virtually let off" executive engineer P S Meena in two disproportionate assets cases -- one involving Meena's son and the other involving his wife.

He was allegedly involved in the construction of an official accommodation following the demolition of a 15th-century monument during his tenure as the Delhi Jal Board's (DJB) chief executive officer.

Earlier this year, the Delhi government's vigilance department served a notice to Rai for the construction of the official accommodation following the demolition of the monument.

The monument, a "mahal" (palace) from the Pathan period and the only remnant of the Khizrabad city founded by Khizr Khan of the Sayyid dynasty, was located in the Jal Vihar area, near Lajpat Nagar, in southeast Delhi.

Nationalist Congress Party supremo Sharad Pawar on Sunday said if his party, the Congress and Shiv Sena (UBT), which form the Maha Vikas Aghadi, decide they can usher in change in Maharashtra.

He also said it was difficult to engage with the present state government.

He was speaking at a book launch function where he shared the stage with Shiv Sena (UBT) chief Uddhav Thackeray and senior Congress leader Balasaheb Thorat.

Mr Pawar recalled how previous governments helped preservation of ancient art and culture, literature and history.

"But it is difficult for us to engage with the present state government, But some solution will come out. If we three (MVA components) decide, there can be change," he asserted.

It was for the first time since July 2, when the NCP split due to the rebellion by Ajit Pawar, that all three MVA allies have shared a stage.

During the event, Mr Pawar, said Yeshwantrao Chavan Pratishthan, which he heads, will give Rs 50 lakh to Rajawade Itihas Sanshodhak Mandal, the group that published the books.

On July 2, Ajit Pawar and eight NCP MLAs joined the Eknath Shinde government.

Telangana Man Swims Through Floodwater To Restore Electricity

An electrical helper in Suryapet district of Telangana has won praise from his villagers during the recent heavy rains in the state as he daringly swam flood waters and carried out repairs on an electricity pole to restore power supply to the village.

State Energy Minister G Jagadish Reddy, who hails from Suryapet district, has also appreciated Koppula Santosh Goud for his dedication and courage, official sources said on Saturday.

Mr Goud, who works as an electrical helper with a lineman, came to know on Thursday that the village was without electricity after a wire on a pole, surrounded by heavy flood waters, broke.

Risking his own safety, he swam in the flood waters and repaired the damaged wire which restored power supply to the entire village, the sources said.

Meanwhile, in a tragic incident during the heavy rains, an unidentified body was found hanging to the electric wires near the Jampanna Vagu (rivulet), Medaram, in Mulugu district, sources said.

The body could have floated in heavy floodwater and got stuck in the wires, they said.

At least 16 people lost their lives in various rain-related incidents due to the downpour that lashed Telangana during the past week, officials said.

Relief work gained momentum on Saturday as rainfall came to a halt in many parts of the state.

"Alarming": Himanta Biswa Sarma On Rohingya Infiltration

Infiltration by Rohingyas from Bangladesh through Assam's Karimganj district is 'alarming' and a threat to national security, Chief Minister Himanta Biswa Sarma said on Saturday.

There is a network of brokers who bring the Rohingyas into Tripura, from there to Karimganj in Assam and then the rest of the country, the chief minister said while addressing a press conference at the conclusion of the two-day conference of superintendents of police in Bongaigaon.

''Five police teams from Assam are currently in Tripura and working with the state government to act against the brokers,'' he said.

The situation is alarming and anyone entering the country illegally without valid papers is a threat to the security of the country, Mr Sarma added.

''We have already informed the Centre and sought help from central agencies along with the cooperation of the Tripura government'', he added.

The Rohingyas do not stay in Assam but move to other parts of the country, he added.

''We, however, adopted the strategy to push them back and not arrest them as they will then take bail and try to become citizens of the country'', Mr Sarma said.

In his address to the SPs on Friday, the chief minister had said that Assam is now being used as a corridor by the Rohingyas to go to Delhi or Kashmir and the DGP has already taken some steps in this direction while the Karimganj SP has been asked to step up vigil along with necessary measures to stop infiltration.

All the three districts in Barak Valley must remain active and proactive steps must be taken to prevent Rohingya infiltrators, smugglers and insurgents from using the state as a corridor for transit to other states, he said.

He also called for increasing intelligence in all railway stations from Barak Valley to the western border of Assam, so that the Rohingyas are intercepted and decisive action is taken against them.

Referring to the banned ULFA (Independent), the chief minister said the doors for talks is always open for the outfit.

When ULFA(I) chief Paresh Barua had left the country more than three decades ago to launch the movement, the situation was very different, he said.

''We were all very angry then as we had to agitate for everything that the state needed as the then government did nothing for us. The situation is very different now as we are getting so many projects even without asking. If Barua comes and stays in Assam for seven days now, he will realise the change'', Mr Sarma added.

Asked about the Al Qaeda in Indian Subcontinent (AQIS), the chief minister said the issue was not discussed at the convention as it was being coordinated with the central agencies.

''Assam is a potential place for their modules which we are neutralising from time to time and will continue to do so'', he added.

"Mere Show-Off": BJP Slams Opposition's Manipur Visit Amid Ethnic Clashes

The opposition is "staging a drama" while the Centre is trying to restore normalcy, the BJP's National General Secretary, Tarun Chugh, said, slamming the Opposition delegation that visited Manipur.

"This is mere show-off... PM Modi's government is trying to heal the wounds of people in Manipur but the Opposition is simply staging a drama," Tarun Chugh told news agency ANI.

Earlier in the day, multiple teams of the Opposition delegation visited relief camps in Manipur's Churachandpur district.

The leaders slammed the Centre for not sending a delegation and said that their visit is just a way of providing some "psychological healing" to the people in distress.

Those staying in relief camps are all very scared, Congress MP Adhir Ranjan Chowdhury said after visiting a camp.

The Opposition leaders will accompany Prime Minister Narendra Modi if he visits Manipur with an 'all-party delegation', he added.

Trinamool Congress MP Sushmita Dev slammed the BJP and said instead of the Opposition, the Centre should have sent a delegation to the ethnic strife-hit state.

Notably, the viral video from the state of two women being paraded naked triggered a war of words and raised concerns over the situation in the state, which is witnessing ethnic clashes since May 3.

The 21-member opposition delegation arrived in Manipur on Saturday for their two-day visit. The leaders said the purpose of their visit is to "represent the demands of the people".

Earlier in the day, Manipur Governor Anusuiya Uikey urged the visiting INDIA leaders to contribute to the restoration of peace and order in the state.

She also called on all parties and stakeholders help put the state back on track.

The leaders of the visiting delegation said they will refrain from raising any political issues during their visit and would simply focus on getting a sense of the situation on the ground.

Governor Can't Remove Arrested Minister On His Own: Tamil Nadu To Court

The Tamil Nadu government on Friday informed the Madras High Court that the Governor cannot take a unilateral decision to remove V Senthil Balaji from the Council of Ministers. 

Advocate General R Shanmughasundaram made the submission when the PILs involving arrested DMK Minister Senthil Balaji came up for hearing before the first bench comprising Chief Justice S V Gangapurwala and Justice P D Audikesavalu.

Senthil Balaji continues to be a Minister without portfolio in the Tamil Nadu government even after his arrest in an alleged cash-for-jobs scam. He is currently lodged in Puzhal Central Prison.

While a PIL sought to quash the order of Tamil Nadu Governor R N Ravi dismissing Senthil Balaji and his subsequent order to keep the same in abeyance, the other two writ petitions questioned the authority under which Senthil Balaji was holding the post of a minister.

Citing various judgments of the Supreme Court and High Courts, Shanmughasundaram said the Governor cannot exercise his power of discretion on his own satisfaction. 

He can exercise his power of discretion only on the satisfaction of the Council of Ministers. The criminal antecedent of a person cannot be a bar to contest in the election or to be appointed as a minister, unless he was convicted in a case. 

A person who was elected by the people cannot be removed by way of quo warranto (a challenge to a person's right to hold office covered under the writ jurisdiction), he added.

Sakthivel, one of the counsels appearing for the petitioners, submitted that in this case, the Governor initially wrote to the Chief Minister to consider the criminal antecedents of Senthil Balaji and drop him. 

Chief Minister M K Stalin replied stating that Senthil Balaji will continue to be a Minister without portfolio. Therefore, the Governor did not keep the Chief Minister in the dark while passing the order. The Governor has removed him with reasons and therefore, it was valid, he added. 

Senior counsel V Raghavachari, appearing for one of the petitioners, submitted that once Senthil Balaji was detained, he had no duty or responsibility to perform his function. He cannot continue to be a Minister without a portfolio and he was incapacitated to perform his function. 

The Governor cannot shut his eyes as he has a constitutional duty to point out the illegalities, he added.

The bench posted the next hearing to August 1 to enable both sides to file their written submissions, if any.

11 Women Pooled Money To Buy Rs 250 Lottery Ticket. They Won Rs 10 Crore

Some did not even carry Rs 25 in their purse when they decided to pool money to buy a lottery ticket worth Rs 250 weeks ago.

One of them had even borrowed the meagre amount from an acquaintance to try her luck.

But, the 11 women, members of Haritha Karma Sena, the green army under the Parappanangadi Municipality, never dreamt of making a windfall which would turn them into crorepati in a stroke.

They were announced the winners of the monsoon bumper of whopping Rs 10 crore, by the Kerala lottery Department following a draw held on Wednesday.

"We have purchased lottery tickets before by pooling money. But this is the first time we have won a mega prize," an elated Radha, who bought the ticket after pooling money from her colleagues, said.

Another woman said they were eagerly waiting for the draw but felt sad after someone told them that a ticket sold in neighbouring Palakkad had won the first prize.

"The excitement and happiness knew no bounds when we finally came to know that we hit the jackpot. All of us are facing hardships in life and the money will be a relief to some extent to solve our problems," she said.

The women have a tough time making ends meet and the humble salary they draw as members of the Haritha Karma Sena is the only income of their families.

Haritha Karma Sena is engaged in collection of non-biodegradable waste from households and establishments, which is sent to shredding units for recycling.

Sheeja, the chairman of Haritha Karma Sena consortium at the Municipality, said the lady luck smiled on the most deserving people this time.

She said all the winners are very hardworking and only source of income for their families.

"Many have debts to pay... have daughters to marry off... or have to meet the treatment expenditure of near ones. They are living in very humble households fighting harsh realities of life," she told PTI.

A large number of people on Thursday flocked to the municipality godown premises here to meet the bumper lottery winners and congratulate them.

Mining Operations In Goa Will Start By November This Year: Chief Minister

Goa Chief Minister Pramod Sawant on Wednesday told the legislative assembly that the iron ore mining operations in the state, which came to a standstill in 2018, will start by November this year.

The mining industry used to be one of the major revenue earners for the coastal state. However, it stopped functioning in 2018 after the Supreme Court quashed 88 mining leases.

Responding to the demands for grants of the mining department, Mr. Sawant told the House during the ongoing Monsoon session of the assembly that nine blocks of iron ore have already been auctioned.

The state government has collected Rs 45 crore for the auctioning of the nine blocks, he said.

In December last year, the Goa government said it completed the first phase of the auction of mining blocks with four companies winning bids for the extraction of ore from different mineral-rich stretches of the coastal state.

Mr Sawant said that of these four blocks, three will start working from the month to November-December this year.

He said that the state will collect additional revenue to the tune of Rs 300-350 crore in the form of concessional fees when these four mining blocks start functioning.

The chief minister ruled out fears that the machinery and manpower from outside Goa would be employed by successful bidders of these blocks.

He said the state government will ensure that these mining companies employ local machines and manpower.

Mr Sawant said that the process of issuing environment clearances by the state government would be expedited.

The chief minister said the policy to auction the existing iron ore dumps in the state will be announced next month. He told the House that iron ore to the tune of 700 million tonnes is stocked in the form of dumps across the state.

98 Students Died By Suicide In Colleges In Last 5 Years: Central Report

Ninety-eight students died by suicide in the past five years in higher education institutions, including central universities, IITs, IIMs, NITs and IISERs, according to the Union Ministry of Education.

Twenty cases of student suicides have already been reported in higher education institutions (HEIs) in 2023 so far. These include nine cases from central universities and seven from IITs.

The data was shared by Union Minister of State for Education Subhas Sarkar in response to a written question in the Rajya Sabha.

The minister informed that the majority of the suicide cases being reported in the last four years were from engineering institutions.

According to the data, of the 98 students who died by suicide, the maximum cases were from IITs (39), followed by NITs (25), central universities (25), IIMs (4), IISERs (3) and IIITs (2).

In terms of year-wise breakup, the government data shows that 20 student suicides were reported in these institutions in 2023 so far, 24 in 2022, seven each in 2021 and 2020, 19 in 2019 and 21 in 2018.

In a separate question on category-wise suicides, the data revealed that of the seven cases in IITs this year, two students were from SC and one from OBC categories. Of the nine cases in central universities, six were from SC, ST, OBC and the minority communities.

No suicides were reported from IIMs, SPAs and IISERs from these categories in the past two years.

The minister noted that according to the National Crime Records Bureau, there are various causes of suicides such as professional problems, sense of isolation, violence, family problems and mental disorders, among others.

Sarkar said that to address the issue of mental health and wellbeing during and after COVID-19, the University Grants Commission (UGC) has taken various steps and issued advisories to higher education institutions.

"The UGC has also issued guidelines for promotion of physical fitness, sports, students' health, welfare, psychological and emotional wellbeing at HEIs," he said.

"The ministry has undertaken various steps such as peer-assisted learning, introduction of technical education in regional languages for students in order to ease the academic stress.

"The Government of India initiative, named MANODARPAN, covers a wide range of activities to provide psychological support to students, teachers and families for mental and emotional well-being during the Covid outbreak and beyond. The ministry has also advised the institutions to make the system more robust that would include prevention, detection and remedial measures for addressing possible cause of suicides," the minister added.

PM Modi To Chair Meetings With Groups Of NDA MPs From July 31: Report

Prime Minister Narendra Modi is likely to hold meetings with groups of NDA MPs between July 31 and August 10 as the alliance gears up its preparations for the 2024 Lok Sabha elections.

BJP leaders held a meeting on Tuesday in the national capital and ten groups of National Democratic Alliance MPs have been formed to deliberate programmes for 2024 general election, party sources said.

The groups have been formed as part of efforts to bring more synergy in poll efforts of NDA constituents.

"Ten groups of MPs have been formed. PM Modi is likely to chair the meetings of each group," a source told ANI.

Meetings on the first day will have MPs from Uttar Pradesh, West Bengal, Jharkhand, and Odisha.

The BJP will also celebrate the 25th anniversary of the NDA with the ruling alliance also seeking to set the narrative for the 2024 poll battle.

Sources said union ministers Nitin Gadkari, Amit Shah, and Rajnath Singh, along with BJP chief JP Nadda have been given the responsibility of coordination with NDA leaders.

Four leaders including Bhupendra Yadav, Sarbananda Sonowal, Tarun Chugh, and Rituraj, have been given the responsibility for NDA programmes and four more leaders including Pralhad Patel, Arjun Ram Meghwal, and V. Muraleedharan have been associated with them.

There will also be another team of ministers and MPs to assist in the tasks.

Apart from Parliament, programmes will also be held in state bhavans like that of Maharashtra and Uttar Pradesh.

This is the first time that the leaders of the alliance will have region-wise deliberations.

The BJP is working on a plan to secure a 50 per cent vote share in the Lok Sabha election along with allies, sources said.

The BJP leadership has identified 160 relatively weak constituencies and the party is making extra efforts to turn around its prospects.

With the opposition putting up a united front, the NDA, led by the Bharatiya Janata Party (BJP), held a mega meeting on July 18.

The BJP-led NDA has 38 parties.

Mumbai Cops Get "Truck With Explosives" Threat, Turns Out To Be Hoax

The Mumbai Police on Sunday received a call claiming an explosives-laden tanker was headed towards Goa, an official said, adding the call turned out to be a hoax.

An unidentified person called up the Director General of the Police control room in Mumbai in the afternoon and said a tanker filled with explosives was on the Mumbai-Goa highway.

Police intercepted the tanker, whose description was given by the caller, at Sangameshwar, 290 km from Mumbai, in Ratnagiri district, the official said.

Police checked the tanker but didn't find any suspicious material and allowed it to proceed with the onward journey, he added.

Further investigation is underway.

Memorial Unveiled In Italy To Honour Soldiers Who Fought In World War 2

A memorial has been unveiled in Italy as a tribute to the Indian troops who fought in the Italian Campaign during the Second World War, officials said on Saturday.

The memorial is in the form of a live sundial. The motto of the memorial is "Omines Sub Eodem Sole" which translates to "We all live under the same sun", the Defence Ministry said in a statement here.

"Remembering the supreme sacrifices by Indian soldiers, the Commune of Monotone (in Italy) and Italian military historians have unveiled the 'VC Yeshwant Ghadge Sundial Memorial' at Montone (Perugia, Italy), as a tribute to the Indian troops who fought during Italian Campaign, during the Second World War, and to honour Naik Yeshwant Ghadge, Victoria Cross, who was killed in action fighting on the heights of Upper Tiber Valley," the statement said.

Neena Malhotra, Ambassador of India in Italy, and the Indian defence attache; represented India during the ceremony.

A large number of Italian citizens, distinguished guests and members of Italian armed forces also graced the occasion, it said.

"Indian soldiers played a central role in the Italian Campaign during the Second World War, wherein more than 50,000 Indian Army soldiers from 4th, 8th and 10th Divisions were involved," the ministry said.

Out of the 20 Victoria Crosses awarded in Italy, six were won by Indian soldiers. Indian soldiers suffered 23,722 casualties, of which 5,782 made the supreme sacrifice, and are commemorated in the 40 Commonwealth War Graves spread all over Italy, it added.

In order to make this memorial a participative endeavour, an Indian Army plaque has been placed at the memorial commemorating the gallant sacrifice of all ranks of the Indian Army who fought in the Italian Campaign, officials said.

Inauguration of this memorial honouring their contributions during the Italian Campaign is a "testimony to the fact that Italy holds in high reverence the supreme sacrifices and contributions by the Indian soldiers during the Italian Campaign of the Second World War," the ministry said.

17 Killed, 35 Injured In Bangladesh After Bus Falls Into A Pond: Report

At least 17 people, including three children, were killed and 35 others were injured after the bus plunged into the pond in Bangladesh's Chhatrakanda area under Jhalakathi Sadar Upazila on Saturday, The Daily Star reported.

The survivors blamed the driver's carelessness for the accident. They also said the bus was overloaded with passengers, which might have contributed to the accident.

The Barishal-bound bus of "Bashar Smriti Paribahan", which was carrying over 60 passengers against its capacity of 52, left Pirojpur's Bhandaria around 9:00 am and fell into a roadside pond in Chhatrakanda on the Barishal-Khulna highway around 10:00 am.

"I boarded the bus from Bhandaria. The bus was overcrowded with passengers. Some of them were standing on the aisle. I saw the driver talking to the supervisor. Suddenly, the bus came off the road and crashed," said Md Momin, a survivor.

"All the passengers were trapped inside the bus. As it was overloaded, the bus drowned instantly. I could somehow manage to scramble out of the bus," Momin added.

Barishal Divisional Commissioner Md Shawkat Ali confirmed that all 17 people died on the spot and the remaining injured were carried to the hospital, reported The Daily Star.

Most of the victims are residents of Pirojpur's Bhandaria upazila and Jhalkathi's Rajapur area, said police.

Bus accidents in Bangladesh have become common. According to the Road Safety Foundation (RSF), a total of 559 road accidents occurred only in June. the accidents claimed 562 people and 812 others sustained injuries.

The report released on Wednesday further said that 169 people were killed in 207 motorcycle accidents across the country which makes 33.75 per cent of total deaths, as per Dhaka Tribune.

According to the report, 78 were women and 114 were children.

However, nine people died and seven went missing in nine waterway accidents, while at least 18 people were killed and eleven were injured in 21 railway accidents during the same period, according to Dhaka Tribune.

Moreover, during this period, at least 38 sacrificial animals were killed in accidents. Additionally, 99 pedestrians were killed in road accidents which accounts for 19.18 per cent of the total number of deaths. 76 drivers and their assistants have been killed which makes 14.72 per cent of the total fatalities, reported Dhaka Tribune.

According to Road Safety Foundation's observation and analysis, the highest number, 247 (44.18 per cent), of accidents occurred on regional roads, 182 (32.55 per cent) on national highways, 59 (10.55 per cent) on rural roads, and three (0.53 per cent) on urban roads.

8 Arrested For Assaulting Gorakhpur University Official, Ransacking Office

A day after Deen Dayal Upadhyaya Gorakhpur University VC Prof Rajesh Singh was assaulted and his office ransacked by a group of students, the Uttar Pradesh police on Saturday arrested eight people.

"We have arrested Shakti Singh, Prince Tiwari, Shubham Govind Rao, Shivam Pandey, Alok Gupta, Rishabh Singh, Mayank Rai and Shravan Kumar Mishra," Superintendent of Police (city) Krishna Kumar said.

A case was registered under IPC sections 147 (punishment for rioting), 427 (mischief causing damage), 342 (punishment for wrongful confinement), 308 (attempt to commit culpable homicide), 332 (voluntarily causing hurt to deter public servant from his duty), 353 (assault or criminal force to deter public servant from discharge of his duty), and under the Criminal Law Amendment Act on the basis of a complaint by varsity proctor Satyapal Singh, he said.

The police, however, did not specify whether the arrested persons are students, contractors or outsiders.

According to reports, the accused ransacked the vice chancellor's office and also beat him up as well as the registrar, police and administrative officials, and varsity employees on Friday. The heads of various departments of the varsity condemned the incident on Saturday and demanded that stern action be taken against those who disturbed the peace of the varsity. They also appealed to the teachers to prevent the students from being misled.

In a statement issued by the varsity's media department Friday evening, it said FIR has been registered against those who had created ruckus and the students involved in it have been expelled from the varsity with immediate effect.

"Some people, including students, entered forcefully in the administrative block on Friday at 11 am, and they started creating ruckus in the premises. They damaged window glasses, plant pots, chairs and VC's four-wheeler, and also locked the VC, finance officer, registrar and proctor," it said. "Some external elements were trying to motivate the students in a planned conspiracy. Some contractors were also involved in the incident and they have been blacklisted. Some of the teachers were also found to be involved and action will be taken against them," the press note added.

"Rajasthan Most Unsafe For Women": Union Minister Amid Row

Union Minister Pralhad Joshi on Friday said that the current situation in Rajasthan reflects that it is the most unsafe state for women.  

While speaking to ANI, Pralhad Joshi said," I want to say Rajasthan has been a place of great culture where women were given the highest respect but today's situation shows that it is the most unsafe state for women. The law and order situation has collapsed."

This comes after charred bodies of four family members were recovered in Jodhpur, the Leader of the Opposition in the Rajasthan Assembly, Rajendra Rathore, on Wednesday said law and order in the state had deteriorated to such as extent that even the legislators of the ruling Congress were not safe.

Earlier Rajasthan government sacked its minister Rajendra Singh Gudha over his remarks on the condition of women in the state.

Former Rajasthan Minister and Congress leader Rajendra Singh Gudha said that we should look at the atrocities on women which have increased in the state instead of looking at the situation in Manipur.

In his address at the state assembly,  Rajendra Singh Gudha said, "It is true and should be accepted that we have failed in women's safety. Instead of Manipur, we should look within ourselves why atrocities on women have increased in Rajasthan."  

His remark came amid a walkout by the BJP members from the Assembly on Wednesday, citing law and order.

Addressing media persons after the walkout, Rathore lashed out at Chief Minister Ashok Gehlot, claiming that he has failed to discharge his duties as the Home minister, a portfolio he holds additionally.

Also in a recent incident, a body of a 19-year-old girl was recovered from a well in which she was allegedly dumped after being allegedly raped and murdered had created a furore in the State Assembly.

"President To Call All-Party Meet On 13th Amendment": Lanka Minister

Jeevan Thondaman, the youngest minister in Sri Lankan President Ranil Wickremesinghe's cabinet, termed the bilateral meeting between Prime Minister Narendra Modi and Mr Wickremesinghe as "historic", and further added that this visit will renew relationship between the two countries.

Mr Thondaman, the Cabinet Minister for Water Resources and Estate Infrastructure, is part of Sri Lankan delegation's two-day visit to India - the one after Mr Wickremesinghe took oath as President of the island nation following its worst economic crisis.

Mr Thondaman told NDTV said that "this is going to be the decade of growth for Sri Lanka. We went through economic crisis, pandemic and so many other issues. It eventually led to course correction."

Four memorandum of understanding (MoUs) have been signed between India and Sri Lanka on subjects including energy and dairy.

PM Modi in a joint presser with Mr Wickremesinghe also announced ferry services between both the countries to strengthen connectivity.

On the contentious issue of implementation of the 13th Constitutional Amendment, which PM Modi also stressed upon in his meeting with Mr Wickremesinghe, Mr Thondaman said, "The 13th Amendment in its essence is not racial based. It's not based on Tamil, Singhala and Muslims. It's an instrument of democracy provided to us to end the ethnic conflict."

"We have to understand that the 13th Amendment will enable autonomy to all provinces. The President has given his proposal on the 13th Amendment to the parties to the north and east. Soon, the President will convene an all-party meet where he will submit his proposal on the same. We are for the full implementation of the 13th Amendment," the Sri Lankan minister told NDTV.

Mr Thondaman added it has been portrayed that implementing the 13th Amendment would mean victory to the Tamils. "But that's not the case," he said.

On the fishermen issue between both the countries, Mr Thondaman said that his party is working on a permanent solution with a humane approach.

Informed About Manipur Video In June? What Women's Panel Chief Said

Following the viral video of women being paraded naked in Manipur, National Commission for Women chief Rekha Sharma on Friday said that there were several complaints from people outside the country and Manipur. She also mentioned that NCW is in touch with officers from Manipur. 

Sharma was responding to the reports claiming that NCW has received a complaint through a letter on June 12 mentioning the horrific incident of women being paraded naked on May 4.  

After the video went viral, the commission took suo motu cognisance of it on Friday and sought an explanation from authorities on the matter.

“First of all, my JS is from Manipur and he is continuously in touch with the officers over there on the phone, so we are in touch with the officers in Manipur. Again and again, I am saying that there were many complaints, there was not one specific complaint and that too from people outside India and outside Manipur. So firstly they had to clarify that whatever written is true and the government of Manipur has to clarify. Firstly, it had to be clarified whether whatever was written is true. Manipur Govt has to clarify and if it is true then they have to work on it. So, accordingly, we wrote to them”, said Commission's chief Rekha Sharma.

On July 20, the National Commission for Women (NCW) formally directed the Head of Public Policy at Twitter India to remove the video showing the disgraceful act of two women being paraded naked in Manipur adding that the video compromises the identities of the victims and is a punishable offence.

A letter on June 12 mentions every horrific detail that these two women are still at the relief camp in Manipur.  Notably, a video of two women being paraded naked by a group of men went viral a day earlier which triggered fresh controversy. However, the incident happened in May this year.
Before the commencement of the Monsoon Session of the Parliament, PM Modi said that he is pained by the incident and no accused will be spared. According to a police official, the incident took place on May 4 in Manipur's Thoubal district and a case of abduction, gang rape and murder has been registered in the matter. Four people were arrested on July 20.

Railways To Offer Affordable Meals, Water To Passengers In General Coaches

The Indian Railway has decided to offer affordable economy meals and packaged drinking water to passengers in general seating (GS) coaches of trains.

"The Railway Board has issued instructions for the provision of economy meals, snacks/combo meals to be served through extended service counters to be placed at platforms near general seating (GS) coaches to facilitate the service of economy meals, snacks/combo meals and affordable packaged drinking water to passengers travelling in GS coaches of the trains," according to a Railway Board release.

The meals will be supplied from the kitchen units (Refreshment Rooms, RRs, and Jan Ahaars - JAs) of Indian Railway Catering and Tourism Corporation (IRCTC).

The location of these counters has been decided by Zonal Railways so as to align these counters with the location of General coaches on platforms. The provision of these extended service counters at the platforms has been done on an experimental basis for a period of six months.

The IRCTC South Zone is undertaking this activity in due coordination with the South Western Railway.

The extended service counters have been commissioned at SSS Hubballi and KSR Bengaluru stations.

Meal Type -1: Economy Meal- 07 Poori (175 gm), Dry Aloo Veg. (150 gm), and Pickle (12 gm) at Rs 20 (including GST).

Meal Type-2: Snack Meal (350 gm) Assortment of South Indian Rice, or Rajma/ Chole - Rice or Khichdi or Kulche/Bhature- Chole or Pao-Bhaji or Masala Dosa at Rs 50 (including GST).

With regard to water, efforts are being made to source glasses of 200 ml packaged drinking water at stations wherever feasible.

Further, more stations are being identified and will be covered for the provision of extended service counters progressively for the availability of economy meals and water.

HIV-Positive Person Can't Be Denied Employment Or Promotion: Court

The Lucknow bench of Allahabad High Court has held that a person suffering from HIV, who is otherwise fit, cannot be denied employment or promotion.

The bench comprising Justice D K Upadhyaya and Justice Om Prakash Shukla passed the order on a plea by a CRPF constable challenging a single-judge bench's May 24 order, which rejected his appeal against the order issued by the CRPF that denied him promotion on the ground that he was tested HIV positive.

"A person's HIV status cannot be a ground for denial of promotion in employment as it would be discriminatory and would violate the principles laid down in Articles 14 (right to equality), 16 (right to non-discrimination in state employment) and 21 (right to life) of the Constitution of India," observed the two-judge bench in its order passed on July 6.

Setting aside the single-judge bench order which had expressed favour with the CRPF that the appellant was not entitled to the promotion after having been tested HIV positive, the two-judge bench also directed the central government as well as the Central Reserve Police Force (CRPF) to consider the constable's promotion on the post of head constable from the date of his juniors were promoted.

The bench also directed that all consequential benefits should be extended to him like a head constable who is not HIV positive in the CRPF.

While passing the order, the bench considered the persuasive effect of a judgment rendered by the Punjab and Haryana High Court, which had passed a similar order in favour of an ITBP jawan suffering from HIV in 2010.

In his appeal, the CRPF constable had stated that he was appointed as constable in 1993 and was initially posted in Kashmir. Later, in 2008 he was diagnosed with HIV positive.

The appellant said he was fit to perform his duty and was promoted in 2013 but suddenly he was reversed from the promotion in 2014 and even today after close to nine years, he continued to be employed as constable in CRPF and is in the same medical condition.

Considering the facts of the case, the bench observed, "Since a person, who is otherwise fit, could not be denied employment only on the ground that he or she is HIV positive and this principle also extends to grant of promotion."

'Strange' Object Washed Up On Australian Beach Could Be Part Of Indian Rocket

A dome-shaped mysterious object has washed up on a remote Australian beach, amid speculation that it could be from a 20-year-old Indian rocket that was used for launching a satellite.

The canister was discovered near the beach in Green Head in Western Australia (WA) about 250 kilometres north of the city of Perth on Saturday.

When contacted by PTI, the Indian Space Research Organisation (ISRO) sources confirmed receipt of a formal communication from the Australian Space Agency. However, they did not provide the details.

The bizarre-looking object has been declared a piece of space junk, while national agencies, including the Australian Space Agency (ASA), continue working to identify its origin.

The copper-coloured bulky cylinder, which stands taller than a human, appears to be damaged at one end and is covered with barnacles, indicating that it has spent a significant amount of time at sea before washing up.

"We are currently making enquiries related to this object located on a beach near Jurien Bay in Western Australia. The object could be from a foreign space launch vehicle and we are liaising with global counterparts who may be able to provide more information," the ASA said in a series of tweets on Monday.

As the origin of the object is unknown, the community should avoid handling or attempting to move the object, it said, adding that if the community spot any further suspected debris they should report it to local authorities and notify the agency.

"We are committed to the long-term sustainability of outer space activities, including debris mitigation, and continue to highlight this on the international stage," the agency said.

In a statement, Western Australia Police said that it is believed the item is space debris and will be managed as such until it can be determined otherwise.

However, a space expert says the object could be from a 20-year-old Indian rocket.

European Space Agency engineer Andrea Boyd said experts believed the item fell from an Indian rocket launching a satellite, the Australian Broadcasting Corporation reported.

"We're pretty sure based on the shape and the size, it is an upper-stage engine from an Indian rocket that's used for a lot of different missions," she said.

"Based on the amount of barnacles, it's probably not the one from this year," she said.

She said it could be 20 years old, the report added.

"But at the same time, when it gets thrown around the ocean it does tend to look older than it would normally." Boyd said the engine was designed to fall off after the launch.

"It takes a lot of effort to get up to orbit, so the first and second and third stage (engines) usually fall off and end up in the Indian Ocean, so it's probably come from that with the currents and washed up on the beach," she said.

Within an hour of the first media report on the unusual find, many social media users already came up with a theory the object was a piece of space junk from an Indian rocket, the Sydney Morning Herald newspaper reported.

Space experts agreed, with Australian National University astrophysicist Dr Doris Grosse and Flinders University space archaeologist Dr Alice Gorman believing it was likely a fuel cylinder from the third stage of a launch by India's space agency, it said.

Some even theorised the debris could have come from a specific mission – PSLV-CA C46 – which launched in May 2019 and dropped some debris in the ocean to Australia's north-west and south-east, the report added.

Police earlier labelled the object as "hazardous" as they worked to identify if there was a risk to the community.

After analysis of the object, the Department of Fire and Emergency Services and the Chemistry Centre of WA found it posed no risk to the community.

But Boyd said it was important people did not touch the object.

"It might still have some residual fuel and you just don't want to get people touching that," she said.

Western Australia Premier Roger Cook said the object could end up at the WA Museum.

"I did make the observation this morning that perhaps this will be an addition to the Sky Lab pieces that we have in the museum and might add to our growing collection of space debris that seems to be collecting in WA," he said.

Space debris – both man-made and natural – has a habit of coming down in WA's vast outback, although it is rare for it to be found washed up on the state's 12,895 kilometres of coastline.

Most famously, the Skylab space station came hurtling back to Earth in 1979, with pieces of the rogue station found in the most remote of outback locations in Balladonia, north-east of Esperance in WA's south.

The local council hit NASA with a USD 400 littering fine, which reportedly remains unpaid.

But scientists with their eyes trained on the skies have also recovered fragments of space rocks which have made it through the atmosphere and slammed into the ground in WA's outback.

Derek O'Brien, 5 Other Trinamool Leaders Elected Unopposed To Rajya Sabha

All seven candidates from Bengal - six from the Trinamool Congress, including Derek O'Brien and Saket Gokhale, and one from the BJP - have been elected unopposed to the Rajya Sabha, state assembly officials said.

Six Rajya Sabha seats of the state are scheduled to go to polls on July 24, the tenures of which are going to end in August. A by-election was also supposed to be held on another Rajya Sabha seat.

"After the scrutiny of nomination papers, the assembly secretary announced that all six candidates of the TMC and one of the BJP have been elected to the Rajya Sabha unopposed," an assembly official said.

The TMC leaders elected unopposed are Derek O'Brien, Sukhendu Sekhar Ray and Dola Sen. Mr O'Brien, an MP since 2011, is the TMC's leader in the Upper House, while Mr Ray, first sent to the Upper House of Parliament in 2012, is the deputy chief whip. Ms Sen, a senior leader and trade unionist, became an MP in 2017.

The newcomers on the list were Bangla Sanskriti Mancha president Samirul Islam, the TMC's Alipurduar district president Prakash Chik Baraik, and RTI activist and party spokesperson Saket Gokhale.

Mr Gokhale was elected in the by-poll to a Rajya Sabha seat that fell vacant following the resignation of former Goa Chief Minister Luizinho Faleiro in April.

Ananta Rai 'Maharaj' became the BJP's first elected member of the Rajya Sabha from Bengal. He earlier demanded a separate state of 'Greater Cooch Behar' to be carved out of the northern part of the state.

The TMC has 216 MLAs in the 294-member assembly and enjoys the support of five BJP legislators, who switched over to the ruling party but are yet to resign from the House. The BJP has 70 lawmakers in the assembly.

According to the number, of the six seats whose tenure is going to expire, the TMC was supposed to get five, and the BJP one. Mr Gokhale got elected in the by-polls.

"The most important matter in Parliament is debate. We aim to ensure that there is proper debate on all the Bills and not just Bills being passed through a voice vote," Mr Gokhale said.

75,000 Loaded Trucks Stuck Across Tamil Nadu Due To Heavy Rain

More than 75,000 loaded trucks are stuck across Tamil Nadu in major cities and towns. The trucks stuck in Tamil Nadu have to reach Delhi, Punjab, Himachal Pradesh, and Jammu and Kashmir, said the president of the Lorry Owners Federation-Tamil Nadu. 

The trucks are unable to reach the states due to the heavy rainfall, These trucks are unable to drive into the northern states at present.

Even goods like apples, machines, and textile materials could not reach Tamil Nadu from the Northern Indian states.

The trucks will stay in the places until the conditions get normal enough to travel safely.

The truck drivers and the companies that have ordered the goods have been affected a lot by this Northern Rainfall.

After Meeting Amit Shah, Punjab Congress leader Says He Will Join BJP

Congress leader and former MLA Ashwani Sekhri on Sunday said he will join the BJP and alleged that several senior leaders were feeling suffocated in the Punjab Congress.

Mr Sekhri stated this after meeting Union Home Minister Amit Shah in Delhi.

Mr Sekhri was the MLA from the Batala assembly seat thrice in 1985, 2002 and 2012 and a minister in the Amarinder Singh government in 2002-2007.

He said that during his meeting with Mr Shah, he took up the issue of backwardness of six Punjab districts -- Gurdaspur, Amritsar, Tarn Taran, Ferozepur, Fazilka and Pathankot.

"I met Amit Shah ji and he welcomed me," Mr Sekhri said, adding he will join the BJP.

Mr Sekhri slammed the Punjab unit of the Congress, alleging that a "gang" was operating there and it was taking decisions without consulting other senior leaders.

"There is such an atmosphere there that many senior leaders are feeling suffocated," he alleged.

In a joint statement, Punjab Congress leaders asked the party high command to expel Mr Sekhri for "anti-party" activities and remarks against its leaders.

MLAs Tripat Singh Bajwa and Barindermeet Singh Pahra, former minister Brahm Mohindra, Deputy Leader of Opposition Raj Kumar Chabbewal and working president of Punjab Pradesh Congress Committee (PPCC) Bharat Bhushan Ashu were among those who sought action against Sekhri.

Mr Ashu said the Congress appointed Sekhri to the highest positions but he backstabbed the party.

He was the AICC secretary in-charge of Gujarat from 1985 to 2022, Ashu said.

Such disloyal leaders must not be given a second chance to do damage to the party, he added.

Chabbewal said Sekhri's recent activities have been nothing short of a "sabotage".

He said Mr Sekhri was given several chances but he has been working against the party in Gujarat and elsewhere.

His expulsion is long overdue and it is high time that the high command takes the necessary step to ensure that he is no longer able to damage the party, Chabbewal added.

FIR Against Popular Manipur Singer Tapta Over Song Amid Ethnic Violence

The Zomi Students' Federation (ZSF) filed an FIR against singer Jayenta Loukrakpam, popularly known as Tapta, for his "controversial song" that triggered a row in the ethnic strife-hit Manipur.

Yogi Adityanath Inspects Flood Preparations In Uttar Pradesh' Gonda

Preparations for flood protection in the district have been completed and officials of the departments concerned deployed, Uttar Pradesh Chief Minister Yogi Adityanath said here on Saturday.

Yogi Adityanath interacted with journalists after inspecting construction work on the Eli Parsauli embankment and the Elgin Bridge on the Ghaghra river, about 35 kilometres from the district headquarters. He also reviewed pre-flood preparations in the district with officials and public representatives.

After inspecting the construction work with Jal Shakti Minister Swatantra Dev Singh, the chief minister said the district has received normal rainfall this year. However, due to the heavy rain in Uttarakhand, the water levels of the Ghaghra and the Rapti rivers have risen.

Yogi Adityanath added the levels are likely to increase further. All precautionary arrangements have been completed by the government to prevent floods.

He said the Irrigation Department has completed the repair of all four embankments of the Elgin-Charsadi, Bhikharipur-Sakaur, Paraspur-Dhaurhara and the Bhauriganj Ring dam in the district.

The district administration has also set up 28 flood posts.

"Health, Animal Husbandry and Revenue departments are ready to discharge their responsibilities ... Boats are ready in flood-affected areas," said the chief minister.

Yogi Adityanath also held a meeting with public representatives and administrative officials. He warned against any laxity in helping the affected people in case of a flood.

Arrangements for people affected by possible floods should be ensured. In case of a flood, mobile medical teams should remain active in the affected areas, he said.

Man Dupes People With Fake Cryptocurrency Scheme, Arrested In Kolkata

A man has been arrested from Kolkata for allegedly duping people under the pretext of doubling their money in a cryptocurrency scheme, a Mumbai Police official said on Saturday.

The accused, Hamza Anwar, allegedly lured the complainant, a resident of Mumbai, into paying Rs 75,000 online by promising him that his money will double within 30 to 35 days, the official said.

Hamza Anwar allegedly used to take the help of social media influencers to attract potential investors, the investigation has revealed. He is arrested with the help of technical evidence.

Police recovered a mobile phone and a SIM card used in the crime.

At least three social media influencers roped in by Hamza Anwar for promoting him for payment are also under the scanner, the official said.

Hamza Anwar was arrested under relevant sections of the Indian Penal Code (IPC) including 420 (cheating) and the Information Technology Act, the official added.

Devendra Fadnavis gave up the opportunity to install a BJP mayor in Mumbai after the 2017 civic polls for the sake of the Shiv Sena at his request, Maharashtra Chief Minister Eknath Shinde said on Saturday.

But Uddhav Thackeray repaid this gesture by severing the alliance with the BJP two years later, he said, speaking at a conclave of Shiv Sena (Shinde faction) workers here.

He also sought to assuage the concerns of his party colleagues after the Nationalist Congress Party's rebel group led by Ajit Pawar joined his government a fortnight ago.

"Certain equations have to be formed in politics. Looking at the development (carried out by his government), Ajit Pawar too has backed our government," Eknath Shinde said.

Shiv Sena MLAs led by Shinde rebelled against Uddhav Thackeray, then chief minister and president of the undivided Shiv Sena, in June 2022. One of the main reasons cited by them was that Ajit Pawar, as finance minister, did not allocate funds for their constituencies. The revolt led to the collapse of the Thackeray-led Maha Vikas Aghadi government.

"The BJP had almost won the BMC (in 2017 civic body polls). Devendra Fadnavis was the CM. Our chief (Uddhav Thackeray) said we have been controlling the BMC and it should not go out of our hands," Eknath Shinde reminisced.

The Shiv Sena controlled the Brihanmumbai Municipal Corporation from 1997 to 2022. Elections to the country's richest civic body are due for the last one year.

"But had Devendra Fadnavis decided, the mayor would have been of the BJP. But I told him that we are in the government, working together. And our boss' (Thackeray) heart is in Mumbai, so you leave Mumbai (for the Shiv Sena)," Eknath Shinde said.

"Devendra ji left the quest for Mumbai on my request, but how was this gesture repaid (by Thackeray)?" Eknath Shinde asked.

In the tightly contested 2017 Mumbai civic body polls, the Shiv Sena won 84 seats with the BJP close on its heels by winning 82 seats. No party could win a majority but the Shiv Sena managed to get its mayor elected.

Eknath Shinde said despite this, Uddhav Thackeray ignored "40-50 calls" when the process began to form government after the 2019 Maharashtra Assembly polls, and eventually formed government with the NCP and Congress.

"In the last seven years, Devendra Fadnavis did not even mention once that he could have won the BMC and installed a BJP mayor, but he gave it to the Shiv Sena. So who is ungrateful?" Eknath Shinde said, attacking Uddhav Thackeray.

Melting Glacier Floods Village In Lahaul And Spiti, Villagers Evacuated

Seven families were evacuated from Kholaksa, located about 3 km from Losar in Lahaul and Spiti district of Himachal Pradesh, following flooding due to melting of a glacier. However, no casualty was reported.

The floods were reported late Friday night and agricultural land was damaged. The seven families were shifted to safer places, Lahaul and Spiti Deputy Commissioner Rahul Kumar told PTI on Saturday.

The melting of snow and glaciers has led to an alarming rise in the water level of several rivers and nullahs in the region and efforts are on to divert the water towards barren land, said the locals.

The Spiti region witnessed snowfall on July 9 and 10 and about 250 people, mainly tourists, were stranded at the Chandratal lake at an altitude of about 15,000 feet for six days. They were rescued safely on Thursday.

Himachal Pradesh has suffered losses of about Rs 8,000 crore as heavy rains hit the hill state, triggering landslides and flash floods and damaging roads and other infrastructure, Chief Minister Sukhvinder Singh Sukhu said on Saturday.

According to the state emergency response centre, the losses had amounted to about Rs 4,000 crore till Friday night and Mr Sukhu had sought an interim relief of Rs 2,000 crore from the Union home ministry.

People rendered shelterless following damage to their houses due to the rain would be rehabilitated and Rs 1 lakh would be given to each affected family, Mr Sukhu said after visiting the rain-ravaged Shamti area in the suburbs of Solan.

He said the loss and damage have been immense and 70 families have been left shelterless, adding that such tragic incidents have been reported from across the state.

The foremost task before the government is to restore the water and power supplies and make the state self-reliant in the next four years, Mr Sukhu added.

About 70,000 tourists have been evacuated from the state and 15,000 vehicles sent out, while around 500 tourists have voluntarily decided to stay back, the Chief Minister said in a statement issued in Shimla.

Some tourists stuck at Kasol, Manikaran and other adjoining areas in Kullu district refused to move out without their vehicles and have decided to stay back for a few more days till the situation normalises and all roads are opened.

Due to a heavy landslide near Dunkhara on the Kasol-Bhuntar road, the vehicles could not be moved and the tourists had to trek to reach the other side. However, the state government said these tourists are being taken care of.

Electricity, water and mobile phone services have been temporarily restored in 80 per cent of the disaster-affected areas and efforts are on to restore essential services in the remaining areas at the earliest, the statement said.

The bus service of the Himachal Road Transport Corporation (HRTC) is suspended on 899 routes and 256 buses are held en route. The HRTC has suffered losses of Rs 5.56 crore, officials said.

Meanwhile, Governor Shiv Pratap Shukla visited Pandoh and Aut in Mandi district and interacted with the affected people and inquired about the relief-and-rehabilitation work being carried out by the administration.

He also inspected a nearly 100-year-old bridge at Pandoh that has been damaged due to flood and announced to donate a month's salary to the relief fund.

The Governor said there is a need to learn lessons from nature and there should be efforts to ensure that there is no such damage in the future.

The local MeT office has issued an "orange" warning for heavy to very heavy rain at isolated places in 10 of the 12 districts of the state, barring Lahaul and Spiti and Kinnaur, from July 15 to 17 and warned of the possibility of landslides, flash floods, mudslides and increased runoff in rivers and nullahs.

It has also issued a "yellow" warning for heavy rain on July 18 and forecast a wet spell in the state till July 21.

The state has received 284.1 mm rain so far in July, against the normal rainfall of 110.4 mm, an excess of 157 per cent.

Light to heavy rain continued to lash parts of the state, with Dharamshala receiving 144 mm rain, followed by Palampur (51 mm), Sundernagar and Nahan (45 mm each), Kangra (27 mm), Narkanda 22 mm and Mandi (17 mm).

PM Modi, France's Macron Discuss Russia-Ukraine Conflict

Foreign Secretary Vinay Kwatra said on Friday that Prime Minister Narendra Modi and French President Emmanuel Macron discussed the Russia-Ukraine conflict in detail and its impact on the developing countries. He said that the Prime Minister has been the biggest advocate that the conflict must be resolved with diplomacy.

"In today's discussions between the two leaders (PM Modi-President Macron), there is a very clear understanding and appreciation of each other's position on the Russia-Ukraine conflict. PM Modi has been perhaps the strongest advocate of resolving the Russia-Ukraine conflict through dialogue on diplomacy," Foreign Secretary Kwatra said.

"So when the two leaders meet like they met earlier today and yesterday also they discussed at length what the current status is of the Russia-Ukraine conflict. But from our perspective, and I think this has been greatly appreciated by the friend side also. They also discussed what the impact of this conflict is on developing countries, the challenges, the exacerbating challenges of food security, and the growing uncertainty that it creates for the energy security rapid increase in fertilizer security challenges which can translate into food security challenges tomorrow. So all these things came up for comprehensive conversation between the two leaders and they shared their perspective," Mr Kwatra added.

Speaking on Defence ties, Mr Kwatra said, "The 2047 Horizon document looks at security and sovereignty in a more holistic and a comprehensive manner rather than as a set of individual transactions. The reason for that is because the metrics of defence partnership are not defined by a single acquisition or a non-acquisition, single procurement or a single transaction."

"The nature of India-France strategic partnership looks at all elements of our engagement. So the document talks of the two countries, India and France committed to cooperating on co-development and co-production of advanced defence technologies," he added.

"It also talks of India's intent to build its own defence industrial and technological base. This is a vision document. The underpinnings and the specifics of our defence partnership have been actually undertaking technology partnerships," Mr Kwatra said on Defence ties between India and France.

"You will find an entire range of full range actually of military exercises between the armed forces in terms of military-industrial cooperation, research design, and transfer of technology.

Coproduction co-manufacturing is increasingly focused on in the years ahead. Supply chain integration between the manufacturing ecosystem, in the field of defence between the two countries. technology value chain integrations going forward between the two countries," Mr Kwatra said further on defence.

India and France on Friday announced a raft of "ground-breaking" defence cooperation projects, including the joint development of jet and helicopter engines and the construction of three Scorpene submarines for the Indian Navy, following talks between Prime Minister Narendra Modi and French President Emmanuel Macron.

The two strategic partners also expressed commitment to cooperate in the co-development and co-production of advanced defence technologies, including for the benefit of third countries, a decision seen as a reflection of the growing bilateral defence ties.

There was no word on the much-anticipated procurement of 26 naval variants of Rafale fighter jets by India from France.

However, a document listing a 25-year roadmap to further advance the strategic relations mentioned the "timely delivery" of the 36 Rafale jets, which were procured by India from France for the Indian Air Force.

It said the two sides welcome an agreement inked between India's Mazgon Dockyard Ltd and France's Naval Group for the construction of three additional submarines under the P-75 programme.

The document titled "Horizon 2047: 25th Anniversary of the India-France Strategic Partnership, Towards A Century of India-France Relations" said the two sides are ready to explore more ambitious projects to develop the Indian submarine fleet and its performance.

"In line with their outstanding cooperation in military aviation spanning over five decades, India and France welcome the timely delivery of the 36 Rafale ordered by India," it said.

"In the future, India and France will extend their ground-breaking defence cooperation in advanced aeronautical technologies by supporting the joint development of a combat aircraft engine," it added.

A roadmap for this project will be prepared between Safran and the Defence Research and Development Organisation(DRDO) before the end of this year.

They also announced supporting industrial cooperation for the motorisation of heavy-lift helicopters under the Indian Multi Role Helicopter [IMRH] programme with the Safran helicopter engine.

"To enable progress on the IMRH programme, a shareholders' agreement between Hindustan Aeronautics Limited (HAL), India and Safran Helicopter Engine, France has been concluded for engine development," the document said.

It said these ventures are in line with the spirit of trust that prevails between India and France in the sharing and joint development of critical components and technology building blocks, based on the successful Indo-French experience in technology transfer.

It mentioned that other examples of the defence industrial partnership included the contract being concluded between Safran Helicopter Engine and HAL for the transfer of technology of "forging and castings" for the Shakti engine.

"This is also reflective of the French commitment to support technology transfer and Make in India, it said.

Another such example is the MoU between Garden Reach Shipbuilders and Engineers Ltd and Naval Group France to collaborate in the field of surface ships that cater to fulfil the requirement of India and international naval forces, it added.

"To this end, both countries are also working towards adopting a roadmap on defence industrial cooperation," it said.

In view of the uptick in defence industrial collaborations between the two countries, India is setting up a technical office of the DRDO at the Indian embassy in Paris.

Pratibha Pawar, wife of Nationalist Congress Party (NCP) founder Sharad Pawar, underwent surgery at the Breach Candy Hospital in south Mumbai on Friday, a party functionary said.

The surgery was related to her hand, the functionary from the Sharad Pawar faction said without elaborating.

Deputy Chief Minister Ajit Pawar visited Silver Oak, the official residence of the NCP supremo, to meet Pratibha Pawar after she was discharged from hospital, the party functionary said.

This is apparently the first visit of Ajit Pawar to Silver Oak after he rebelled against his uncle, split the NCP and joined the Eknath Shinde government on July 2.

Ajit Pawar is known to be close to his aunt Pratibha. In 2019 she reportedly played a crucial role in bringing him back to the NCP fold after he and Devendra Fadnavis formed a short lived government post the Assembly polls.

Fondly known as 'kaki' among NCP leaders, Pratibha Pawar is often viewed as the matriarch of the party but has never been active in politics.

Woman Filmmaker Sexually Harassed While Jogging In Hyderabad Park: Cops

A 32-year-old woman filmmaker was allegedly harassed by a man who "indulged in obscene acts" in front of her while she was jogging near KBR park in Banjara Hills in Hyderabad, police said on Thursday.

The incident took place on July 9 and the woman lodged a complaint at Banjara Hills Police Station on July 12, they said.

The complainant said the man, who came in front of her in a car, put his mobile phone facing its camera towards her and indulged in obscene acts with his pants down till his knees, police said.

She further said the man came in front of her thrice and did the same thing while she was jogging.

Based on the complaint, a case under IPC Section 354A (sexual harassment), 354D (stalking) and 509 (word, gesture or act intended to insult the modesty of women) was registered against the man and he has been identified, a police official said.

Asked if the accused was taken into custody, the official said further investigations were on.

Human Skull Found In Waterbody Of Tripura's Tripureswari Temple

A human skull was found in the holy waterbody of the Tripureswari temple, one of Shakti Peethas, in Tripura's Gumati district, the assembly was informed on Thursday.

The police have registered a case and investigations have started to find out how the skull reached the waterbody, known as Kalyan Sagar, inside the compound of the 500-year-old shrine, also known as the Tripura Sundari temple.

A group of people found the skull floating in the Kalyan Sagar early in the morning and informed the authorities.

"The police have received the skull and kept it in the district hospital for post-mortem examination. Divers of Tripura State Rifles (TSR) searched the waterbody to check if more human parts remained there. However, nothing was found," Chief Minister Manik Saha said in the assembly.

Mr Saha said the police have examined CCTV footage of the temple and its nearby areas but no clue was found.

Officer in Charge of the local police station, Babul Das, said a case has been registered in this regard.

"We are checking the list of missing persons in the entire Gomati district but so far nothing adverse has been found," he said.

The water of Kalyan Sagar will not be used for the next 45 days as it became unholy after the recovery of the skull, said the manager of the temple Manik Datta.

"We will have to perform a puja after 45 days to make Kalyan Sagar holi again," he said The temple was founded by Maharaja Dhanya Manikya founded in 1501. It is presently run by the state government as per the condition of the 1949 agreement by which the kingdom of Tripura merged with the Indian Union.

People from any religion can offer puja to Goddess Tripura Sundari, according to a state government website.

Rahul Gandhi To Go To Supreme Court Very Soon: Congress On Defamation Case

Former Congress president Rahul Gandhi is likely to move the Supreme Court "very soon" against the Gujarat High Court order rejecting his plea for a stay on his conviction in a defamation case.

Party sources said the petition may be filed in the Supreme Court within this week as work on it is underway.

Asked about it at a party briefing, Congress spokesperson Abhishek Singhvi said an appeal will be filed very soon.

"It will be very soon. It is under preparation. Nearest future, you will come to know of that," he said.

Mr Singhvi is also the lawyer appearing for Rahul Gandhi in the case.

Mr Gandhi was disqualified as a Member of Parliament on March 24, 2023 after a Gujarat court convicted him and sentenced him to a two-year imprisonment on charges of criminal defamation for comments he made about the Modi surname.

A stay on Gandhi's conviction could pave the way for his reinstatement as a Lok Sabha MP. However, he has not received any relief from either the sessions court or the Gujarat High Court.

Meanwhile, BJP MLA Purnesh Modi, the complainant in the defamation case, has filed a caveat in the Supreme Court seeking that he be heard if the Congress leader moves a plea challenging the high court verdict.

The Congress on Wednesday held "silent" protests in various part of the country to express solidarity with Rahul Gandhi.

In a setback to 53-year-old Gandhi, Justice Hemant Prachchhak of the high court had dismissed the appeal of Gandhi saying "it is now the need of the hour to have purity in politics”.

The high court also noted that the representatives of the people should be "men of clear antecedent" and that a stay on conviction is not a rule, but an exception resorted to only in rare cases and there was no reasonable ground to stay his conviction.

The Congress later said it will move the Supreme Court against the verdict and alleged that the government is finding "newer techniques" to throttle his voice as it is rattled by his speaking the truth.

Purnesh Modi, a former minister in the Gujarat government, had filed the criminal defamation case in 2019 against Gandhi over his "How come all thieves have Modi as the common surname?" remark made during an election rally at Kolar in Karnataka on April 13, 2019.

A metropolitan magistrate's court in Surat on March 23 this year sentenced the former Congress president to two years in jail after convicting him under Indian Penal Code (IPC) sections 499 and 500 (criminal defamation).

Following the verdict, Mr Gandhi, elected to the Lok Sabha from Wayanad in Kerala in 2019, was disqualified as a Member of Parliament under the provisions of the Representation of the People Act.
